Conditions on the day

NZ waterways including the Waikato River and South Island lakes can stay cold year-round. Cold shock and incapacitation risk rises below 15°C. This triggers cold-water hazard suggestions.
No single Rowing NZ-published wind threshold. Many clubs adopt the 10/15/20 mph (16/24/32 km/h) framework: restrict novices at 10+ mph, restrict small shells at 15+, suspend all rowing at 20+.
30/30 rule (MetService / ROSPA): if flash-to-bang is 30 seconds or less, seek shelter immediately. Stay inside until 30 minutes after the last clap of thunder.

Methodology
This assessment applies a 5 x 5 risk matrix. Likelihood (1-5) is multiplied by Severity (1-5) to generate a risk rating banded as green 1-6 (maintain controls), amber 7-14 (improve at next review), or red 15-25 (stop activity, improve controls before resuming). The ALARP principle (As Low As Reasonably Practicable) is applied throughout: each hazard carries both an initial risk score before controls and a residual score after controls are in place. Categories align to the Rowing New Zealand safety framework and the Health and Safety at Work Act 2015 (HSWA), with New Zealand-specific categories for tidal estuary and coastal hazards relevant to clubs on Wellington Harbour, Otago Harbour and the Porirua Inlet. Maritime NZ vessel safety rules apply to motorised coach launches. For clubs using British Rowing or USRowing frameworks, categories follow those frameworks respectively.

How the methodology works
Why 5 x 5 not 3 x 3
Two matrix formats appear most often in published club risk assessments. The 5 x 5 numeric matrix (likelihood 1-5 x severity 1-5, banded 1-6 / 7-14 / 15-25) is the modern standard across Australasian and British rowing clubs. The 3 x 3 qualitative matrix is older, lower-resolution and harder to use consistently between assessors. The 5 x 5 is preferred here because it produces more granular risk bands and lets you record a visible before-and-after change when comparing initial risk to residual risk after controls are applied - which is what insurers and Sport NZ funding bodies want to see. The ALARP principle (As Low As Reasonably Practicable) underpins both formats: the expectation is that each hazard is scored twice, once without controls to establish the baseline, and once with controls in place to show the reduction.
Rowing New Zealand and HSWA 2015 safety framework spine
Rowing New Zealand (RNZ) is the national safety framework New Zealand clubs are accountable to. The generator maps wizard inputs to RNZ guidance across weather, waterway conditions, crew makeup, equipment and emergency response. Under the Health and Safety at Work Act 2015 (HSWA), clubs operating as PCBUs (Persons Conducting a Business or Undertaking) must eliminate or minimise risks so far as is reasonably practicable. All-volunteer clubs may qualify for the volunteer association exemption under s22 of HSWA, but must still take reasonable steps to manage risk - a documented assessment is the primary evidence. Maritime NZ rules govern motorised coach launches: vessels carrying passengers require appropriate operator qualifications and lifejackets meeting NZS 5823 standard. NZ Coastguard provides practical safety resources aligned to New Zealand waterways. Coastal clubs including Star Boating Club Wellington and Otago Rowing Club operate on tidal water that requires additional hazard categories around currents, tidal states, and restricted visibility.
Published thresholds we use
Rowing NZ and World Rowing share the 50m unaided swim plus 3 minutes treading water as the standard swim test. Cold shock risk rises below 15°C; South Island rivers and lakes, including Lake Ruataniwha, Lake Karapiro in winter, and the Otago Harbour, can sit below that for extended periods. MetService endorses the 30/30 lightning rule: take cover when flash-to-bang hits 30 seconds or less, and wait 30 minutes after the last thunder. Maritime NZ requires appropriate operator qualifications for motorised coach launches and personal flotation devices meeting NZS 5823 for non-swimmers and adaptive rowers. Rowing NZ has no published single wind-speed threshold - the 10/15/20 mph (approximately 16/24/32 km/h) framework is the most widely applied reference among New Zealand clubs.
Regional variations across New Zealand
New Zealand rowing is administered through regional associations under Rowing NZ affiliation. The North Island is home to the highest club density, with Lake Karapiro in Waikato serving as the primary flatwater regatta venue for the Maadi Cup and NZ Rowing Championships. South Island clubs including Otago Rowing Club and Christchurch-based clubs on the Avon River face different conditions - colder water, more variable Canterbury winds, and estuary currents in Dunedin. Wellington harbour clubs including Star Boating Club and Petone Rowing Club row on tidal water with ferry traffic, current and swell requiring specific Maritime NZ and NZ Coastguard assessment steps. Does this satisfy Rowing New Zealand and Sport NZ requirements?
Rowing NZ-affiliated clubs and most New Zealand sport insurers require a written risk assessment as part of affiliation and coverage. The generator produces a document structured around the categories the RNZ safety framework covers, scored on the 5 x 5 matrix used across modern New Zealand clubs, with the sign-off block insurers request. It does not stand in for RNZ safety guidance itself, WorkSafe NZ guidelines under HSWA 2015, or Maritime NZ vessel safety rules - those are separate governing documents. Use this tool to produce the operational risk register that sits alongside them, and pass it to your insurer or regional rowing body when they ask for it.
Can I customise the risk matrix?
We default to the 5 x 5 numeric matrix (likelihood 1-5 x severity 1-5) because it is the most widely used format across modern New Zealand and Australasian club assessments. Every cell in the output is editable. A 3 x 3 toggle is not available - if your club uses a qualitative house format, copy the generated output into your template and rescore. The auto-suggested likelihood and severity values are starting anchors based on the conditions you entered, not fixed ratings.
What if my federation is not listed?
The British Rowing framework is the closest to the World Rowing / FISA international convention, and Rowing NZ guidance follows a compatible structure. Update the sources block to reference Rowing NZ, your regional association, and the relevant HSWA 2015 and Maritime NZ regulations. The 5 x 5 matrix is universally accepted and recognised by major New Zealand sport insurers regardless of which federation framework you cite.
Do I need to print this?
Most clubs keep the risk assessment as a digital record and print only when a physical copy is requested - for an insurance audit, a regional rowing body affiliation review, or a Sport NZ grant application. The print button removes the wizard interface and outputs only the cover page, methodology, completed risk register, sign-off block and sources list. Ctrl+P / Cmd+P on the print view saves it directly as a PDF.
Can I save mid-form?
Yes. Progress saves to your browser local storage automatically as you type, under the key rowhq_risk_assessment_v1. Close the tab and reopen it in the same browser to pick up where you left off. Nothing is sent to any server. Resetting clears local storage. A different browser or device starts fresh - no account is needed and your club data stays on your device.
Why 5 x 5 not 3 x 3?
The 5 x 5 format produces more granular risk bands and allows a meaningful before-and-after record when you compare initial risk (no controls) with residual risk (controls in place). Modern New Zealand rowing clubs and WorkSafe NZ guidance increasingly favour it over the older 3 x 3 qualitative approach. If your club already has an established 3 x 3 template, the hazard descriptions and control measures from this tool copy across to your format directly.
How often should I review this?
Rowing NZ and most New Zealand sport insurers set an annual review as the minimum expectation. We default the review date to 12 months from the assessment date. Trigger an early review after any reportable incident, following a change of venue, at the start of each new rowing season, and whenever RNZ or WorkSafe NZ guidance is updated. Clubs that row on tidal water or coastal venues should check Maritime NZ requirements more frequently given seasonal variation in conditions.
Is the output legally binding?
A risk assessment is a working safety document, not a legal instrument. It records the hazards your club has identified and the controls you have put in place to manage them. Under the Health and Safety at Work Act 2015 (HSWA), PCBUs including rowing clubs must eliminate or minimise risks so far as is reasonably practicable - a documented, regularly reviewed assessment is primary evidence you have done so. The generator supports your HSWA compliance obligations but does not replace legal advice specific to your club's structure and venue.
