Rowing NZ sets no single wind figure. Kiwi clubs commonly borrow the 10/15/20 mph (16/24/32 km/h) ladder: novices in from 10+, small shells in from 15+, nobody out at 20+.

How the methodology works

Why 5 x 5 not 3 x 3

A 5 x 5 grid and a 3 x 3 grid account for nearly every club assessment in print. The 5 x 5 numeric matrix (likelihood 1-5 x severity 1-5, banded 1-6 / 7-14 / 15-25) is the one Australasian and British clubs now standardise on; the 3 x 3 qualitative matrix is coarser and drifts between assessors. Insurers and Sport NZ funders want evidence that controls actually shift risk, and the finer 5 x 5 bands are what make that shift visible from initial to residual score. Both formats rest on ALARP (As Low As Reasonably Practicable): score the bare hazard first, then score what remains once controls are working.

Rowing New Zealand and HSWA 2015 safety framework spine

Rowing New Zealand is the framework NZ clubs answer to, and the wizard folds your answers into its guidance on weather, water, crew, equipment and emergencies. HSWA 2015 sits underneath: a club operating as a PCBU must eliminate or minimise risk so far as is reasonably practicable, and while a fully volunteer club may fall within the s22 volunteer association carve-out, reasonable risk management is still expected - the documented assessment is the proof. Maritime NZ rules govern motorised launches, including operator qualifications and lifejackets to the NZS 5823 standard, with Coastguard NZ providing practical back-up material. Tidal clubs - Star Boating Club on Wellington Harbour, Otago clubs on the harbour at Dunedin - need the extra current, tide and visibility categories the tool raises.

The 50m unaided swim with 3 minutes treading water is the shared Rowing NZ / World Rowing test. Cold shock risk climbs under 15°C, a line South Island water crosses for long stretches - Lake Ruataniwha, winter Karapiro, Otago Harbour. MetService backs the 30/30 lightning rule: shelter at a 30-second flash-to-bang, resume 30 minutes after the last thunder. Maritime NZ requires proper operator qualifications on motorised launches and NZS 5823 flotation for non-swimmers and adaptive rowers. There is no Rowing NZ wind cut-off; the 10/15/20 mph ladder (roughly 16/24/32 km/h) is the reference Kiwi clubs reach for.

Frequently asked questions

Does this satisfy Rowing New Zealand and Sport NZ requirements?

Affiliation with Rowing NZ and cover from most NZ sport insurers both assume a written risk assessment exists. This one is organised around RNZ framework categories, rated 5 x 5, and ends with the sign-off block insurers and regional associations want signed. It does not restate RNZ guidance, WorkSafe NZ material under HSWA 2015 or Maritime NZ vessel rules - those remain the governing documents this register sits alongside.

Can I customise the risk matrix?

Yes, cell by cell: every suggested score and control in the output can be overwritten. The 5 x 5 numeric grid is fixed as the format, though, because it is what NZ and Australasian clubs predominantly use. Clubs with a qualitative 3 x 3 house style should move the hazard text into their own template and rescore. Treat the auto-scores as starting points reflecting the conditions you entered.

What if my federation is not listed?

Choose British Rowing as the base framework - it tracks the World Rowing / FISA convention most closely and Rowing NZ guidance is structured compatibly. Swap the cited sources for Rowing NZ, your regional association and the HSWA 2015 / Maritime NZ material that applies. NZ insurers accept 5 x 5 scoring under any federation label.

Do I need to print this?

Can I save mid-form?

Why 5 x 5 not 3 x 3?

Resolution. A 5 x 5 grid separates hazards a 3 x 3 lumps together, and it shows the residual score dropping below the initial one when controls bite - the picture WorkSafe NZ-style guidance and modern Kiwi clubs increasingly prefer. If a 3 x 3 template is already embedded at your club, the hazards and controls transfer straight into it.

How often should I review this?

Annually as a floor - that is the Rowing NZ and insurer expectation baked into the default review date. Bring the review forward after any reportable incident, a venue change, the opening of a season, or an update to RNZ or WorkSafe NZ guidance. Tidal and coastal clubs should also re-check Maritime NZ requirements through the year as conditions swing.

Is the output legally binding?

It binds nobody; it evidences everything. Under HSWA 2015 a club that is a PCBU must eliminate or minimise risk so far as is reasonably practicable, and a maintained, dated assessment is the primary proof it did. That is the document's legal weight - supporting evidence, not a contract - and it is no substitute for advice on your club's particular structure and venue.
