What does this risk assessment tool do?

The generator walks you through six short steps (club + venue context, conditions on the day, crew composition, equipment, emergency procedures, and federation-specific add-ons) and builds a risk register table behind the scenes. Each hazard you flag gets an auto-suggested likelihood, severity, risk rating and control measures pulled from RowSafe Chapter 9, USRowing Safety Guidelines, or the Rowing Australia / state body safety codes. You can edit every cell. The output is a printable single-page assessment with cover details, methodology, the populated risk register, sign-off lines and a sources block. Your progress saves to your browser, so you can come back to finish it. The output is yours - it does not get sent anywhere.

How the methodology works

Why 5 x 5 not 3 x 3

Two patterns dominate published club risk assessments. The 5 x 5 numeric matrix (likelihood 1-5 x severity 1-5, banded 1-6 / 7-14 / 15-25) is used by Thames Auriol Rowing Club, Cygnet Rowing Club and most modern UK club assessments. The 3 x 3 qualitative matrix (HSE / RYA style) is older and lower-resolution. We default to the 5 x 5 because it matches the BR Safety Adviser training material, gives more granular bands and lets you record meaningful change between initial and residual risk after controls. The ALARP principle (As Low As Reasonably Practicable) underpins both: regulators expect you to record both an initial risk without controls and a residual risk with controls in place.

RowSafe Chapter 9 spine

RowSafe Chapter 9 ("Topics Covered in Risk Assessments") is the operative spine for UK club risk assessments. Sub-sections 9.1 to 9.11 list Weather, Local Environment, Water, Other Water Users, Going Afloat and Landing, Around the Boathouse, Faulty Equipment, Pre-existing Health Conditions, Ocean Rowing, Rowing in Floods and Indoor Rowing. The generator maps your wizard inputs to these sections so the output sits alongside the Safety Plan and Emergency Response Plan that RowSafe Chapters 3.2 and 3.3 expect.

Published thresholds we use

BR does not publish a single national wind threshold but the BRJC 2021 Adverse Weather framework (10 / 15 / 20 mph head or tail) is the de facto guidance used across UK club competitions. ROSPA publishes the 30/30 rule for lightning (shore at flash-to-bang of 30 seconds or less, wait 30 minutes after last thunder). BR does not publish a numeric water-temperature threshold - the Safety Alert "Cold Water Kills" is the steer. The swim test standard mirrors FISA / Rowing Australia at 50m unaided plus 3 minutes treading water. USRowing publishes 80°F potential / 50°F very dangerous cold-water thresholds, 100 yards fog visibility minimum, and a 10-minute tread-and-PFD-don swim test. Rowing Australia mandates the 50m + 3 min test in the Rules of Racing By-Laws to Rule 22.

State and regional variations

Rowing Australia devolves operational safety to state bodies. The generator includes state-specific add-ons for NSW (vessel lighting + lifejacket rules), Victoria (Extreme Heat Management Policy), Queensland (Risk Management Plan template), WA (Recreational Skippers Ticket + coach launch speed exemption + orange 360 flashing light), SA (Safety and Training Policy + AED register), ACT (Safety Officer required) and Tasmania (SATIS rowing regulations). State-by-state US boater safety certificate requirements vary too much to enumerate authoritatively - the generator prompts you to check your state via NASBLA.

Frequently asked questions

Does this satisfy British Rowing insurance requirements?

A written risk assessment is expected by both British Rowing Club Affiliation Plus and most third-party insurers. The generator produces a document with the categories RowSafe Chapter 9 expects, the 5 x 5 matrix the Safety Adviser training uses, and the sign-off lines insurers ask for. It does not replace the full RowSafe document, the Club Safety Policy (RowSafe 1.3), the Club Safety Plan (3.2) or the Emergency Response Plan (3.3) - those are separate documents. Use this tool as the operational risk register that sits alongside them, then send it to your insurance broker if asked.

Can I customise the risk matrix?

We default to the 5 x 5 numeric matrix (likelihood 1-5 x severity 1-5) because it matches modern UK club practice and the BR Safety Adviser training. You can edit any cell of the output. We do not provide a 3 x 3 toggle yet - if you need HSE / RYA-style qualitative bands, copy the output into a document and rescore using your house matrix. The auto-suggested likelihood and severity are anchors based on the conditions you entered, not fixed values.

What if my federation is not listed?

The British Rowing framework is the closest to the World Rowing / FISA international convention. For Welsh Rowing, Scottish Rowing, Rowing Ireland, Rowing Canada, Rowing New Zealand and most European national federations, start with the BR framework, then adjust the sources block to cite your national federation and any state or provincial maritime regulator. The 5 x 5 matrix is universal.

Do I need to print this?

Most clubs keep the risk assessment as a digital document and only print on request (e.g. for an insurance audit or grant application). The print button strips the wizard UI and renders only the cover page, methodology, populated risk register, sign-off block and sources list. Use Ctrl+P / Cmd+P on the printable view to save as PDF.

Can I save mid-form?

Yes. Your progress saves to your browser local storage automatically as you type, under the key rowhq_risk_assessment_v1. Close the tab and come back to the same browser to continue. The data never leaves your device. Reset clears it. If you switch browsers or devices, you start fresh - we deliberately do not require an account or store anything server-side.

Why 5 x 5 not 3 x 3?

The 5 x 5 matrix is the standard used in modern UK published club risk assessments (Thames Auriol RC, Cygnet RC) and matches the BR Safety Adviser training material. It gives more granular bands and lets you record meaningful before-and-after change between initial risk and residual risk. The older 3 x 3 HSE / RYA matrix is still acceptable - if your club has a house style for it, copy the output into your template and rescore.

How often should I review this?

RowSafe expects an annual minimum review. We default the review date to 12 months from the assessment date. Some state bodies in Australia require 6 months for high-risk venues. The right answer for your club is whichever is the shortest of: the federation expectation, your insurer requirement, and any local conditions that change seasonally (e.g. tidal patterns, regatta schedule). Review immediately after any reportable incident.

Is the output legally binding?

A risk assessment is a working document, not a legal contract. It records the hazards your club has identified and the controls you have put in place. In the UK, the Health and Safety at Work Act 1974 obliges the club to take reasonable steps to manage risk - a documented assessment is evidence you have done so. In the US, civil liability turns on duty of care and SafeSport compliance. In Australia, state Work Health and Safety legislation imposes a primary duty of care on the club committee. The generator helps you discharge those obligations but does not replace legal advice for your specific jurisdiction.
