Ice-out never means warm water: Canadian lakes and rivers hold dangerous cold well into spring, and cold shock can incapacitate below 15°C. Low readings here bring in the cold-water hazards.

RCA publishes no wind cut-off. The common club convention is 10/15/20 mph: novices restricted from 10+, small boats from 15+, everyone off the water at 20+.

Environment and Climate Change Canada endorses the 30/30 rule: flash-to-bang of 30 seconds or less sends everyone ashore, and rowing waits until 30 minutes past the final thunder.

How the methodology works

Why 5 x 5 not 3 x 3

Most published club assessments pick one of two grids. The 5 x 5 numeric matrix (likelihood 1-5 x severity 1-5, banded 1-6 / 7-14 / 15-25) dominates current North American practice; the 3 x 3 qualitative matrix is an older format that blunts real differences between hazards. We build on the 5 x 5 because insurers and provincial sport bodies want to see risk move: finer bands make the drop from initial to residual score visible once controls are recorded. ALARP (As Low As Reasonably Practicable) drives the double scoring - every hazard is rated bare, then rated again with its controls in place.

Rowing Canada Aviron safety framework spine

Canadian clubs answer to Rowing Canada Aviron (RCA) as the national safety framework, and the wizard maps your inputs onto RCA guidance for weather, waterway conditions, crew, equipment and emergency response. Provincial bodies layer on top: Rowing Ontario, Rowing BC and the Prairie, Quebec and Atlantic associations each publish supplementary material the add-on step surfaces. The legal floor for motorized coach launches is the Transport Canada Small Vessel Regulations (SOR/2010-91) - PFD, flare and fire extinguisher requirements scale with vessel class and passenger count, and every operator needs a Pleasure Craft Operator Card (PCOC). Cold water and ice-out get their own categories: a lake can be clear of ice and still sit within a couple of degrees of freezing for weeks.

Published thresholds we use

The swim test RCA and World Rowing share is 50m unaided plus 3 minutes treading water. Below 15°C cold shock and swimming failure become live risks, and many inland Canadian waters stay under that line into May or June. For lightning, Environment and Climate Change Canada backs the 30/30 rule - ashore at a 30-second flash-to-bang, back on the water 30 minutes after the last thunder. Transport Canada requires the PCOC of every motorized launch operator. No RCA wind cancellation figure exists; the 10/15/20 mph convention (novices at 10+, small shells at 15+, all rowing suspended at 20+) is the reference Canadian clubs most often adopt.

Provincial variations

Provincial bodies under RCA affiliation publish their own guidance beside the national framework. Ontario has the deepest club bench, with Martindale Pond in St Catharines (home of the Royal Canadian Henley Regatta), the Toronto waterfront and Ottawa's Rideau River as major venues. In BC, tidal and coastal water is the story: clubs on the Fraser River and the coastal channels deal with current, tide and fog that a stillwater course never sees. Prairie clubs plan around ice-out itself - clear water at 4°C is its own hazard class - while Atlantic clubs add swell, tide and coastal fog. Frequently asked questions

Does this satisfy Rowing Canada Aviron and provincial insurance requirements?

Most Canadian sport insurers and RCA affiliation packages expect a written risk assessment on file. What the generator gives you is a register organized around RCA framework categories, scored 5 x 5, with the sign-off block a broker or provincial body will ask to see. RCA safety guidance, provincial safety codes and the Transport Canada Small Vessel Regulations stay authoritative in their own right - this document is the operational register that sits beside them, ready to hand over when asked.

Can I customise the risk matrix?

The 5 x 5 grid (likelihood 1-5 x severity 1-5) is the default because Canadian and wider North American clubs overwhelmingly publish in that format and it records risk reduction clearly. Change any cell you like in the output. There is no 3 x 3 mode; a club with a qualitative house template should copy the hazards and controls across and rescore there. Suggested scores are anchors from your inputs, not verdicts.

What if my federation is not listed?

Pick British Rowing as your base - structurally it is the nearest thing to the World Rowing / FISA convention, and RCA guidance is built along compatible lines. Then rewrite the sources block to cite RCA, your provincial body and the applicable Transport Canada rules. Insurers in Canada recognize the 5 x 5 scoring whatever framework label sits on the cover.

Do I need to print this?

Print only when someone asks for paper: an insurance audit, a provincial affiliation review, a grant file. Day to day the digital record is enough. The print view drops the wizard chrome and keeps cover, methodology, register, sign-offs and sources; Ctrl+P / Cmd+P saves it as a PDF.

Can I save mid-form?

Yes. As you type, the form writes itself to browser local storage under rowhq_risk_assessment_v1. Come back in the same browser and it is waiting. Reset erases it; a new browser or device means starting over. There is no account and no server copy - your club's data never leaves the machine.

Why 5 x 5 not 3 x 3?

Finer resolution. Five likelihood bands times five severity bands shows a hazard's score falling once controls land, which a 3 x 3 flattens out. Canadian clubs and national sport safety guidance have been moving to 5 x 5 for exactly that reason. An existing 3 x 3 template still works: the hazard text and controls copy straight across.

How often should I review this?

Once a year at minimum - the RCA and insurer baseline - and the form defaults the review date accordingly. Re-run it early after any reportable incident, a venue move, or the start of a season; in Canada the ice-out transition alone justifies a fresh look. Shoulder-season clubs rowing cold-but-open water should revisit cold-water thresholds more often than clubs with a compact summer calendar.

Is the output legally binding?

It is evidence, not a contract. The document shows which hazards the club identified and which controls it runs. Canadian provincial occupational health and safety law and common-law duty of care ask clubs to take reasonable steps to protect participants, and a current, reviewed assessment demonstrates exactly that. Privacy legislation such as PIPEDA governs any personal information inside it. For province-specific questions, get legal advice.
